SUMMARY:

The thesis here presented seeks to critically reflect the theme of dismantling public policies from events that implied profound changes in the territorial policy of rural development. To this end, it considers the recent historical experience in public arenas for the implementation of the aforementioned policy in the South and Southeast region of Pará, from 2003 to the first half of 2019. During this period, the implementation of this policy - led by the then Secretaria de Desenvolvimento Territorial (SDT) from Ministério do Desenvolvimento Agrário (MDA) - presented a revealing behavior of the recurring presence of land collection as a legitimate demand for the social actors involved in this context. Despite being part of the attributions of the Instituto Nacional de Colonização e Reforma Agrária (INCRA), the collection of rural properties for the purpose of creating agrarian reform settlements is now done almost exclusively within the public arenas of the territorial development collegiate (Codeter) of the region. We argue that changes in the context of rural territorial development, and land collection, represent the particularity of a process of institutional change, which has been referred to in the international literature as dismantling public policies. From this perspective, the analysis of events such as the extinction of ministries, alongside the staff dismissal by the 2016 ministerial reform; the budget cuts and reduction for agricultural policies of valorization of family agriculture; the constant practices of breaking public procurement contracts; the changes made in the legislation regarding land regularization; and, more recently, the abolition of rural development councils and collegiate councils and the cancellation of land expropriation processes and rural property purchase and sale agreements carried out in 2018, as well as the acceleration of definitive titling for land reform settlements, that existed until then; points to the construction of complex decommissioning strategies that strongly focused on the territorial policy of rural development and the inlaid regime of collection of rural properties leading, consequently, to the emergence of a geography of territorial land containment.
