SUMMARY:

This work examines the process of criminalization of resistance in Baía de Sepetiba, Rio de Janeiro, based on the case study of the steel company Ternium - formerly TKCSA. The qualitative research investigates how the company used systematic strategies to repress local protests and judicialize opposition to the socio-environmental impacts of its activities. By highlighting the violence against fishermen, residents, researchers and other actors who resisted steel activities, we seek to understand the complex dynamics between corporate interests, state authority and social struggles in the broader context of neo-extractivism. To this end, a bibliographical review of the literature on criminalization of resistance is carried out together with those that are relevant to the case, such as neo-extractivism, environmental conflicts, corporate social responsibility, State and others, as well as the mobilization of field work with actors who lead resistance to the company's impacts. Analyzing the development of the steel industry and subsequent social conflicts, the study highlights the strategies of territorial control and institutional repression that characterize the disputes surrounding large extractive projects in Latin America. We seek to contribute to the understanding of how the State and corporations promote the criminalization of environmental resistance, reinforcing a systemic structure of conflicts.
