SUMMARY:

The central aim of this thesis is to analyze the formation of rural youth as a political category and the reconfigurations in the actions of rural youth social movements and their relations with the state. To this end, we will analyse the work of three movements with the state, through the National Youth Secretariat, the National Youth Council and the National Youth Conferences, trying to understand how the relationship between civil society and the state has been shaped over 20 years (from 2005, the year the National Youth Policy was institutionalized, to 2024), spanning six presidential administrations, as well as its developments in public policies for rural youth. Methodologically, we used interviews with activists from the movements and civil servants from the National Secretariat, documentary analysis, participant observation and bibliographical research. In addition to contributing to the literature on the formation of the category of youth, we hope to contribute to the research agenda dedicated to analyzing collective action, social movements and rural youth, which is still scarce in Brazil. Our hypothesis is that the state, through the structure of the federal government, has created bodies for the constitution and reshaping of youth activism
