RESUMO:

Studying the Bolsa Familia Program (PBF) and understanding conditionalities as a strategy to break the intergenerational cycle of poverty, based on a reflection of the multidimensional vision of poverty, a theory defended by Amartya Sen, is the central object of the research. The field studied will be the PBF and the conditionalities, having as central concern the perception of the managers, the teams that accompany the families and the families themselves about the program. To carry out the field research, we selected the municipality of Caraguatatuba, in the State of São Paulo. The study will address some visions of poverty and coping strategies, with PBF conditionalities as the focal point. From this, it will contextualize the importance of the theme in the public policy agenda in Brazil, trying to understand the multiple political meanings of conditionalities based on two principles: 1) reinforce the expansion of public services (health, education and social assistance) to excluded sectors of the population; and 2) to make beneficiaries aware of their citizenship rights.
