RESUMO:

The implementation of environmental protection public policies, particularly in places of great ecological importance, under approaches that reproduce the hegemonic way of understanding the environmental issue, has unleashed new disputes between communities and local/national governments because of the effects they may have on the territory, the populations and the cultural and socio-economic life of these regions. And also because of the omission that many of them make of the alternative visions that communities have built to understand and address this issue. Such conflicts have caused that in the last decade populations from distant regions throughout Latin America connect with each other in their fight against forms of state intervention to their geographies and ways of life, triggering, in the words of Svampa (2011), a new mapping of the resistance.

 

In this matter, the case of the páramo ecosystems, exclusive to the tropical strip of the planet, is special, and it is even more so in Colombia: it has the largest of these ecosystems in the world, the Cruz Verde-Sumapaz páramo complex, and this was one of the most emblematic scenarios of the agrarian struggles of the country. The peasantry that sits there is threatened today by the type of environmental protection policies that are being implemented in the territory, since they have been constituted as environmental enclosures  that delimit and restrict their productive capacities, constrain the transformation of their economic dynamics by others outside their peasant practices and pressure their migration and/or progressive expulsion in the name of the welfare of the country: the preservation and economic use of strategic ecosystems.

 

Due to the importance of the environmental issue for a country like Colombia, which is ranked as the second most biodiverse in the world, as well as its implications for the development of rural communities living in ecosystems considered strategic, this research is a case study that aims to analyze the progress of the institutional vision of this issue on the rural way of life of those who inhabit the Sumapaz páramo (section of the Cruz Verde - Sumapaz páramo complex in Bogotá). This study is based on the examination of the effects that public policies of environmental protection have had on their social relations of production and the implications that this process has on the debates on the agrarian issue in Colombia and, specifically, on the places of great ecological  importance in the country.
