RESUMO:

This project takes as object of study the case of the Turistic-Real Estate Project of Ponta dos Castelhanos, located in the South of Boipeba Island, in Bahia, encompasses the community of São Sebastião (Cova de Onça) and Barra dos Carvalhos, both located in the Territory of the Southern Bahia Lowlands. The theoretical field of research advocates Latin American Political Ecology and the field of Decolonial Studies. The socio-environmental conflict intensified in the last decade and involves a series of developments motivated by tourism and real estate speculation. The area of study stands out for its natural heritage, biological diversity, Atlantic forest, mangroves, coral reefs, marine environment, and for a cultural diversity, present thanks to the territorialities of the traditional fishing communities, here considered as black and indigenous peasantry . The chosen approach was the qualitative one, using as a research method participant observation and content analysis of specific documents, which will be used both in the semi-structured questionnaires exploring quantitative and qualitative aspects, as well as in the open ones in depth. The purpose of this research is to reconstruct the mechanisms of the colonial power matrix in the Southern Lowlands in order to understand the strategies of power and domination of economic groups and their role in the continuity of colonial situations - understood here as coloniality . Thus it is fundamental to verify how the state, elites and local ethnic populations relate. The black and indigenous peasantry will be analyzed as builders of resistance and anti-colonial struggle, admitting that in the empirical case we have this ethnic-racial composition in the constitution of these local communities.
