RESUMO:

During the first decade of the 2000s, biofuels emerged on the international scene as part of a context of multiple crises (energy, climate, food and financial) that would have played a fundamental role in the advancement of this sector promoting, as described by Harvey (2004), the export of capital to places where expanded reproduction and accumulation are facilitated not only in the capital market, but also in the concreteness of its production and reproduction. In this period, Brazil led the ranking of the sector and Mato Grosso do Sul followed this dynamic, having greatly expanded the area planted and harvested with sugarcane and the number of plants installed in the region. Thus, at the time when it represented a new lucrative frontier, this expansion can be understood as part of the new dimensions of the dynamics of capital accumulation characterized by the coloniality of power, by accumulation by spoliation and by neo-extractivism, intensifing the expansion of large projects that tend to control, extract and export nature resources. In Brazil, this process deepened gains for landowners and entrepreneurs, mainly due to the increase in land prices and income resulting from the growth of foreign investment and incentive actions by the Brazilian State, through rural credit programs, institutional policies favorable to the sugar-energy sector, the actions of the National Bank for Economic and Social Development (BNDES) and investments via pension funds of public companies. This project has as its central theme the investigation of the dynamics of the agrarian ruling class organization considering their strategies to promote their particular interests turning them into national interest, more specifically regarding the advancement of the sugar-energy sector in Mato Grosso do Sul, and the implications for the demarcation policy of indigenous lands and for the configuration of the relationship between the brazilian State with the Guarani and the Kaiowá ethnicities from 2002 to 2016. It will be study the Guyraroka Indigenous Land and the Raízen-Caarapó Plant as a study case to analyze the modes of operationalization and materialization of the intentions and interests of the agrarian ruling classes and the process of territorialization of capital and financialization in agriculture in order to contribute to the agricultural and agrarian policies studies, as well as the inherent territorial dynamics and their implications to the Guarani and the Kaiowá indigenous peoples within the framework of the agrarian issue.
