SUMMARY:

The research aims to analyze the relationship between public cultural policies and the development of culture in Amazonas (Brazil). In the fight against social exclusion, several policies emphasized the recognition, strengthening and guarantee of cultural rights, with respect and appreciation of identities about Brazilian cultural diversity, its forms of organization and its institutions. Therefore, it is intended to evaluate the cultural policies developed over the last decade in Amazonas. It would be ideal for any person responsible for the elaboration of public policies to start from the principle of non-acceptance of the identity policy as it has been given, and, rather, to try to show that representations are constructed in order to serve purposes specific to different human groupings among themselves, even if they belong to the same country or the same region. To promote general cultural public policies is to produce cultures divorced from the everyday local, regional world, sometimes dissociated from its rurality. To compulsorily eradicate difference is to reduce diversity to an equality stripped of identities, the result of which is a totalitarian policy. Based on the methodological strategy of documentary analysis, complemented by interviews with political agents (leaders of social organizations, municipal, state and federal governments), the investigation will highlight the cultural axes promoted by political agents, in order to show how access to culture is governed by hierarchical differentiation. Data analysis, therefore, will take place through content analysis, with emphasis on the categories fostered by political actions. As a hypothesis, it is assumed that cultural policies in Amazonas aim to create a way of life whose identity is out of step with the territory, with little effort to prevent cultural promotion from meeting only market principles and inhibiting creative activities, although still empirical studies were not found to prove this evidence in practice.
