SUMMARY:

Currently, there is an increase in national port handling, which may mean, among other things, a tendency to expand existing port facilities, as well as the implementation of new ports and port complexes. With that, there was a new impetus for the debates on the socio-environmental damages caused by accidents involving cargo spills and inserted, in the discussion agenda, questions about the safety of port activities for the affected populations and ecosystems and about what would be the positive and negative impacts. negative consequences of the installation and operation of the ports, with an emphasis on their social aspects. This work has as its objective the foundation and institutionalization, in the context of the policy of opening and expanding ports, of the decision processes of repair and compensation of damages, in cases of accidents with cargo spills. The central question is to analyze how the accident scenarios with cargo spills are set in the previous studies considered prerequisites to enable the operation of port undertakings in Brazil between the years 2001-2021, considering the Public Ports managed by Dock Companies.
