“Highly Skilled rowers from the Arsenal of the Navy": recruitment and indigenous labour in Rio de Janeiro (1763-1820).

This research has as objective analyzes the recruitment processes and natives' insert in the Arsenal of the Navy of Rio de Janeiro in the first decades of the century XIX. This process was fundamental for the formation of an indigenous category of workers, the oarsmen or rowers. In agreement with the consulted documental sources, the populations of Indians of the area of Rio de Janeiro were inserted in the world of the work because of the settlers' demands and of the State among the centuries XVI and XIX. Processes of natives' recruitment for activities of military and naval stamp were part of the group of attributions and of the modalities of the works that the natives should render.
The century XVIII was permeated by warlike conflicts that involved France, England, Portugal and Spain. The wars promoted countless transformations in the armies and navies of the European potencies. Changes in the plan of the logistics, in the technology of the war and the soldiers' professionalization were the corollary of that process. In the Portuguese case, such problems culminated in a reform of the military forces and in the standardized construction of the arsenals. The men's shortage for the service of the weapons went a relevant subject to the Portuguese state among the centuries XV and XVIII. In the salience of the military reforms made by Portugal, countless strategies were built by the Portuguese authorities to solve such demand in the Portuguese possessions in the overseas. The formation of troopswas an appealing practice in the Portuguese Empire.
The use of the hand of work of indigenous was one of the strategies to supply the needs of troops, and at the same time, to guarantee the civilization and assimilation of the populations indigenous . The process of transmigration of the Royal family to Brazil, in 1808, enlarged to workers' needs for the Navy. In the port of Rio de Janeiro it was observed an intensification of the commercial activities, negotiations and the circulation of ships, goods and people. In this sense, the periodof D. João VI was marked by the creation of an indigenist legislation that it based, it legitimated and it regulated the natives' recruitment for the Arsenal of the Navy. New strategies of the royal power, based on a juridical support were implemented to guarantee the access to the work of the Indians.In the world of the work, the natives recruited by the State for the Arsenal of the Navy of Rio de Janeiro faced countless problems as militarizing the loss of the freedom, unhealthy conditions of work, low remuneration and the deletion of their ethnic identities.
