RESUMO:

This thesis aims to analyze and discuss the maintenance of the political system of formation of electoral patronage from 1946 to 1964. Emphasizing the relations of the federal legislative and executive powers with philanthropic institutions through donations of aids and subsidies, which were used by such politicians for the purpose of keeping themselves in politics. These members were motivated by their desire for prestige, power, and good salaries, which accompany the occupation of political office, and perceived in these gifts as a means of achieving their private ambitions. It is an attempt to deepen discussions about philanthropic institutions, whether or not they are religious, and their social and political relationships with the legislative and executive branches of government. Analyzing that these groups did not challenge the electoral political game in order to assert the principles of the Liberal State and of Right, but, on the contrary, they were allying themselves to systems that denied those principles.
