WOMEN RECTORS AND PRO-RECTORS IN FEDERAL HIGHER EDUCATION INSTITUTIONS AND THE RACIAL ISSUE: does the glass ceiling have a color?

SUMMARY:

The objective of this research is to understand the protagonism and trajectory of Black women who serve as rectors, vice-rectors, and pro-rectors in Federal Higher Education Institutions (IFES). This is a qualitative, descriptive research study that uses secondary source documentary survey and narrative interviews as data collection sources. The secondary source documentary collection was conducted through virtual information platforms, such as institutional portals, consultation of the administrators' Lattes curriculum vitae and social networks, in addition to the Higher Education Census (INEP). A total of 110 institutional portals were analyzed: 69 federal universities, 38 Federal Institutes, 2 CEFETs, and Pedro II College. At this stage, the objective was to survey the history of rectors at each institution, determining how many and at what points women assumed this position at each IFES, whether there were Black rectors, and to provide a current overview of the rectors, vice-rectors, and pro-rectors working in these institutions at the beginning of 2025. Finally, using race as a filter, the study identified how many rectors, vice-rectors, and pro-rectors are Black and at which IFES they work. Of the 110 institutions analyzed, only 28 have Black women occupying one of these positions. White women, on the other hand, are present in all the IFES analyzed, in greater or lesser numbers. In a second phase of the research, following approval from the Ethics Committee, narrative interviews will be conducted with the largest possible number of these Black administrators, ensuring representativeness across different positions, regions, and institutions that comprise the collected data. The interviews will be conducted via Google Meet, scheduled according to participants' availability. Regarding the theoretical framework, we work from a Black feminist perspective, utilizing authors such as hooks (2019) and Gonzalez (2020). A state-of-the-art review was also conducted, surveying scientific articles, dissertations, and theses that address the participation of Black women in senior positions at higher education institutions. From this survey, it is evident that while publications exist, the topic is still underexplored, particularly in Brazil, with the majority of publications found being of North American origin. Upon completion of this research, we expect to better identify female participation in senior management positions at IFES, particularly of Black women, and to analyze how this female representation occurs from the perspective of ethnic-racial diversity, while also contributing to reflection and development of institutional policies that promote diversity and racial equality.
