SUMMARY:

This study investigates the funding of university extension programs in public higher education institutions, focusing on the Federal Rural University of Rio de Janeiro – UFRRJ. The research is linked to the Postgraduate Program in Education, Contemporary Contexts and Popular Demands (PPGEduc-UFRRJ) and seeks to understand the institutional and political conditions that influence the allocation of resources for extension activities in the context of federal universities. Adopting a qualitative approach grounded in historical-dialectical materialism, the study engages with the critical perspective of authors Chauí (2011) and Leher (2008, 2010, 2011, 2014, 2018, 2019) to investigate recent transformations in higher education funding policies. Methodologically, the research combines bibliographic review and document analysis, using as sources the Transparency Portal, institutional reports, documents produced by the Forum of Pro-Rectors of Extension of Brazilian Public Higher Education Institutions and by the National Association of Directors of Federal Higher Education Institutions - FORPROEX/Andifes. The preliminary analysis suggests that, in a context of fiscal constraints and reconfiguration of the financing of public universities, extension activities tend to occupy a secondary position in the institutional budget allocation. Initial results suggest that the analysis of university extension financing constitutes a fundamental element for understanding the tensions between the social function of the public university and contemporary transformations in higher education financing policies.
