The policies proposed for the public school bring an ideological framework that will dialogue with life. It is from this dialogue that we intend in this study, that wants to understand public educational policies and their tentions / expressions in the contexts of the practices, to investigate the implementation of the National Curricular Joint Base (BNCC) in the Municipality of Nova Iguaçu. BNCC's national policy is currently underway in the country. This proposes solutions to the problems of the public school, with a centrality given by the proposal itself, through the curriculum. This is a document that covers the different segments of Basic Education and this study has as a cut off the Early Childhood Education. Michael Apple, a curriculum and educational policy scholar, will give this paper the theoretical and analytical basis for looking at curriculum policies in progress in the country. The text is subdivided into five chapters. In the first one we deal with the understanding of curriculum and relational analysis according to Michael Apple, central concept in this work; in the second chapter we deal with the characterization of middle-level bureaucrats, by Michael Lipsky, to follow the implementation of politics by state bureaucrats; in the third chapter a brief description of the construction of the National Curricular Common Base is made and then some academic productions about this document; in the fourth chapter we present some considerations about the proposition of a national curriculum for Early Childhood Education and finally, in the fifth and last chapter we make a small sketch of the field research, up to this moment, in the studied municipality.
