RESUMO:

The Law No. 12.711/2012, updated by Law No. 13.409/2016, provides for admission to federal universities and federal technical education institutions. In these institutions, for each selective competition for entry into undergraduate courses, per course and shift, at least 50% of their places must be reserved for students who have completed high school in public schools. We found that the self-declaration of blacks women/men, currently, at the Federal Rural University of Rio de Janeiro (UFRRJ) is conditioned to the performance of an ethno-racial heteroidentification commission. The main objective of this work is to investigate whether the heteroidentification committees created by Normative Ordinance No. 4 of 2018 constitute an effective mechanism for the implementation of Law No. 12.711 / 2012 at the Federal Rural University of Rio de Janeiro. It is presented as a basic research, qualitative analysis, with methodological proposal of action research. As methodological procedures will be used bibliographic analysis, documentary research and semi-structured individual interviews. The fieldwork will consist of acting at UFRRJ, the thesis will include 16 participants in total: 4 managers and former managers of the Undergraduate Dean, 4 members of the ethnic-racial heteroidentification committees and 8 black students. The initial theoretical contribution of the research is based on the categories of race, racism, whiteness, affirmative action policies and heteroidentification. The categories race and racism are supported by Siss (2003, 2005 and 2011), Munanga (2008), Hasenbalg (1979), Better (2008), López (2012), Guimarães (199) and Almeida (2016); the studies on whiteness came from Sovik (2004), Skiliar (2003), Piza (2002), Schucman (1996) and Cardoso (2010; about affirmative action policies, the main researchers are Gomes (2003, 2005), Siss (2003), Moehlecke (2004), Passion (2006), Silvério (2002), Bernardino-Costa (2016) among others. Regarding the heteroidentification category, we will use Osorio (2004), Marques and Brito (2016), Nunes (2018) and Dias and Tavares (2018). Regarding the methodology applied, we will have support from Rojo (2004), Thiollent (2011) and Poupart (2010). We will conduct analysis, research and research, based on our theoretical frameworks, with the intention of: identify affirmative action policies that were implemented in access to undergraduate courses at UFRRJ from 2013 to 2018; map the number of vacancies offered in undergraduate courses at UFRRJ through the vacancy reserve proposed by Law No. 12.711 / 2012; explain the importance of the personal and academic trajectory of black and white students in undergraduate entrance; to understand have acted the committees of ethno-racial heteroidentification in the UFRRJ and to point out the impressions that the managers and members of committees of ethno-racial heteroidentification have about the implementation of affirmative actions for black women/men.
