This PhD research focuses on student assistance at Federal Rural University of Rio de Janeiro (UFRRJ). Its general objective is to investigate the history of student assistance at UFRRJ and the political conceptions that grounded its actions, taking as reference the policies for higher education implemented in the governments of Presidents Fernando Henrique Cardoso, Luis Inácio Lula da Silva, Dilma Rousseff and Michel Temer. The time frame of the research runs from 1995 to 2018 and analyzes, especially, the policies of expansion and democratization of Brazilian college education that include the access and permanence of students in graduation courses of public universities in the selected period. This is a qualitative, exploratory and descriptive research, which will use for data the collection of the bibliographic and documentary research, as well as interviews with the managers of student care program at UFRRJ, analyzed through the technique of oral history. The analytical epistemological option is the historical-structural dialectic, based on categories of analysis referenced in Pierre Bourdieu, such as: cultural capital, social capital, economics capital and habitus. In the theoretical framework, we seek to deepen the concepts of democratization on higher education (access, permanence and expansion) and student assistance, upon the background of the National Student Assistance Program and the history of UFRRJ. The central axis of this research is, therefore, student assistance, seen here as an essential educational public policy to enable the democratization of higher education, highlighting the actions aimed at the permanence of students of lower classes in the University, in order to guarantee their citizen formation.
