This qualification text that aims at my doctorate in Education, has as object the Council of Superior Education for the American Republics (CHEAR), organized in 1958 by the United States of America. To understand, from this Council, the prerogatives and possibilities that led to the appointment of the University of Chile as a Center of Excellence, from 1958 to 1978. My research also proposes an examination of the institutional genesis of this Council, as well as collection of data in official documents such as the minutes of the sessions and annual meetings presided over by Professor Juan Gomes Milas, to understand the objectives of his recommendations during the period of his administration and the interferences of these recommendations, from 1958 to the end of 1978 To this end, my research will cover, for this purpose, the institutional archives in Brazil and in the archives of the library of the University of Chile. In this sense, to understand their direct participation in the historical and political context in the organization of Higher Education in Latin America; its authentication in the American scenario, as a Center of Excellence and the comparison on what was proposed in these documents and what became action in the public policies for the organization of Higher Education in Brazil. In principle, I also point out that my dedication to research in the field of Education History occurred for two basic reasons: first, the need to understand the causes, as a necessity, of the propositions that culminated in the project of organization of Higher Education in Brazil and, consequently, in Latin America; second, to identify the bias of the political compilation that named the University of Chile as a center of excellence for Education in Latin America.
