RESUMO:

Citizen participation in democratic society must also take place at school - including in the EJA. Democratic management exercises an emancipatory formation in which students, educators and the school community, by assuming the decision-making spaces, act as protagonists of the political struggle in defense of the public school and against the authoritarian practices that still persist in most educational institutions. Participation through collegiate bodies, such as the School Council and the collective (re) elaboration of the Political-Pedagogical Project, potentially constitute resistance movements within schools in order to intervene in the social reality. In this sense, some questions arise: is it possible to identify technical-administrative and political-pedagogical changes for EJA from the collective participation of the subjects of the EJA, especially the students of the modality, in the school management? Has student participation been effective? How can collective participation in school management processes influence the guarantee (or not) of the right to youth and adult education? This research addresses school management and its reverberations in the EJA modality regarding collective participation and its possible influence on guaranteeing the right to education. The research aims to analyze the technical-administrative and political-pedagogical implications of the collective participation of the subjects of the EJA, especially the students, in the school management processes in the public education network of Duque de Caxias Municipality in the context of the election of principals. For this, a brief overview on Youth and Adult Education in the last decades will be presented, built from State of Art research on the theme of EJA and School Management. Subsequently, documentary research will be carried out in two stages: the first consists of analyzing reports produced by the Education Secretariat's implementing team to identify among the 45 schools in the network those who have EJA students on their council; The second stage will be focused on the analysis of the records of the minutes of the 2019 School Board of the schools that have EJA representatives as counselors, seeking to find aspects related to the participation of the EJA learners in the school management processes. As a theoretical framework on EJA, Haddad and Di Pierro (2015) trace a historical rescue and address the aspects that characterize the identity of the sport and Paro (2000) conceptualizes and deepens the analysis on the role of participatory school management.
