RESUMO:

Macaé, which is known as the “National Petroleum Capital”, surrounded by the Atlantic Ocean had anestimated population of 256,728 in2019. It was nationallyhighlighted with development in its structure and large investments in the city, attractinga large flow of immigrants and non-residents; it is a promising city because of its oil that creates jobs directly and indirectly in the region's economy, besides having an unquestionable beauty and an enviable GDP (Gross Domestic Product) of 73,412.55 Reais. However, there is a huge group of excluded people, who live on the margins of the city's progress, leaving only the residues of these riches, forming an extremely unequal society, that is, some living in Luxury, while others live in poverty, amidst Greed and daily silence. Therefore, this inequality justifies the focus of the research, which presents the discourse of an excluded part of this society, which turns out to be the Black Youth in Macaé. In order to discuss this problem, the objective of this thesis is to present a debate on how the absences of the State, with regard to the basic rights guaranteed by the constitution, influence the process of instituted violence, also analyzing the construction process and reconfiguration of this condition of violence in the daily lives of black youth in the municipality of Macaé, in the state of Rio de Janeiro. In order to proposed objective, the methodology of this research deals with the analysis of some concepts such as youth, violence and Racism.
