SUMMARY:

The Brazilien Federal Constitution of 1988 established the democratic principle in a manifestation against the military dictatorship regime with ostensibly repressive and anti-democratic characteristics that occurred between 1964 and 1985. In the Education, it also made progress in instituting the principle of democratic management, considered a legal framework in the sense of valorization local government for granting the municipalities the autonomy to formulate and regulate their educational policies. However, this same process consubstantiated a movement on the part of the bourgeoisie towards reorienting the administration of the State, having as reference the principles of the “New Public Management”. The idea of democratic management was given new meaning. While for the education workers movement it meant the school community having autonomy to define the directions of its educational project and school administration, for the ideology of "New Public Management", it was instituted in a movement to follow the guidelines of a system administrative centralized by the government, with objectives and goals defined heteronomously, with sophisticated control over work and school production through computer technologies. In this perspective, we chose as object of analysis the process of choosing school principals in the Municipal Education Network of Duque de Caxias/RJ (RMEDC). The objective is to analyze the contradictions in the process of implementing community consultation for choosing directors of RMEDC schools. Considering the research techniques, the investigation that we are proposing is based on historical and dialectical materialist references to undertake a basic research, of qualitative analysis, of an explanatory nature, which falls under the category of survey-type research, although it is also included. use analysis of primary and secondary sources. It is hoped that at the end of the research it will be possible to understand how the contradictions in the implementation of community consultation for the choice of principals interfere with the school management of that educational network.
